The PF63E is an upgraded part, it should be used in place of the PF63 and yes it replaces/phases out the PF63, it is superior in many ways, not just bypass pressure, I'd use it. That said, the newer ACDelco PF63E uses a poppet style bypass with the ecore nylon cage and the pleating looks relatively tight and uniform. There's also a GM (AC Delco) $1.50/oil filter rebate currently (limit 2 filters/household).
