I would say sobble. It is crazy good cause it learns aqua jet and water pulse under level 10 then learns u-turn, icy wind and screen moves too before cerulean gym. It learns a lot more useful moves later so in my opinion sobble is pretty good. Litten is my favorite base form starter.
