Adding .030 to the bore will actually make it a 2.0L. Another good example of this is the Chevy 5.7L or 350 CID is in reality a 349.98 CID. actually they're roundabout 346 ci after 1970-something. After an .030 overbore THEN they become 350's.
It is not a very good idea to bore the 396 block out to the 4.250 to acheve the 427 bore. There just is not enough cylinder left but it is possible and many have been done. You would definitely need the 396 block sonic tested before you would know if it will work. If the engine is an original 402 block, and it has already been bored .030 over, then it is now a 408. If you then bored it an additional .030 over (for a total of .060 over), then you would have a 414.
